Abbott’s green army: it’s time to enlist

Are you an Aborigine?  Are you disabled?  Are you a young person currently unemployed, or even enjoying their Gap Year?  Then Tony has the job for you!

You might be paid only half the minimum wage and not be covered by Commonwealth workplace laws but (and this is especially for the Gap Year kids), you might like to consider it as akin to working on a kibbutz . . . it’s all about the experience isn’t it?

Clearly the intent of this ‘initiative’ is all about killing several birds with one stone, with Tony Abbott clearly expecting to be able to claim that he’s tackling the ‘absolute crap’ of climate change (his promised Green Army) while simultanously artificially bringing down the numbers of youth unemployment; while undercutting the rights of the young employed, and undermining the minimum wage.  And perhaps those Graduates and Aborigines might be the same people whose jobs he cut.

Women, junior workers, graduates and indigenous people will bear the brunt of a federal government order to cut 14,000 temporary workers, an analysis of government workplace statistics shows.

Graduate and indigenous recruitment will be slashed, hiring will be frozen across the bureaucracy and lead science organisation CSIRO will be among the the agencies hardest hit with the jobs of up to 1400 scientists and researchers threatened.

Does anyone else see something quite Dickensian about the vision of ‘an army of’ people with disabilities ‘enlisted’ to do “. . .manual labour, including clearing local creeks and waterways, fencing and tree planting“.  Perhaps it hasn’t entered the minds of Tony Abbott and Greg Hunt that many people with disabilities might struggle to perform tasks such as fencing and clearing local creeks of rubbish, and especially for a compulsory 30 hours per week.

Surely it cannot be possible that a person with a disability such as Downs Syndrome might be shifted onto the lower allowance of NewStart should they prove themselve capable of “manual labour”?

As suspected, Abbott’s so-called Green Army is nothing more than a Work for the Dole scheme which will primarily focus on cleaning up rubbish.  After all it was one of Tony Abbott’s more memorable predictions, that Aborigines should be grateful for what ever job they could get, even if it’s just “picking up rubbish around the community”.  Brilliant in it’s inception, Aborigines get to clean up rubbish alongside those other “dregs of society”, the disabled.  It should be quite an adventure for those graduates and Gap Year kids expecting an environmental, kibbutz-style experience.

Having clearly given up on the pretext that Abbott’s Green Army has anything whatsoever to do with Climate Change action, the real crux of the matter has now finally been admitted – it’s all about tidying up those messy unemployment and Disability Support Pension figures.

  1. Considerable legalities notwithstanding, can the “Green Army” achieve anything significant in terms of carbon sequestration in trees? Here are the salient numbers (in round figures): Australia produces about 500 million tonnes of carbon/year. Australia forests can sequester about 1 tonne/Ha/year. Australia’s total area not already forested is about 500 million Ha. ie ALL of Australia would need to be planted in forests to sequester our emissions. OK- that’s ambitious and impossible (Australia 10% arable- World Bank), but let’s say they cover 10% of Australia with NEW trees- what does that look like? It’s 5 billion trees (@ 100 trees/Ha). Each memeber of the Green Army of 15,000 would have to plant 1 tree every 10 seconds of their workday for a year to do that. Australia’s present total forest area is 150 million Ha. And that’s just 10% of Australia’s present emissions. Hmmm….

  2. I do not know, if many know, the dole for the young is means tested on the income of the parents. This is up to their middle twenties. Not too sure of the age, but Gillard did lower it a couple of years since I believe 28 years that Howard introduced.

    Once again, this government is going after waste that does not exist. Labor beats him to it, as they did with PS numbers.

    Did not they ever take any notice of any of the legislation that Labor managed to pass.

Jedbaker, and to add to that, when Abbott introduced his tree planting idea back in 2010 there was an uproar from the Nationals who demanded an undertaking that tree planting programs should in no way impact on viable farming land. Abbott finally concluded that tree planting would take place only on unviable land and as urban infill such as parks, gardens and naturestrips. Impact on climate change? So negligible to be counted as zero.

  8. I see it mentioned in the Telegraph article above. I can’t see how these two benefits could be collapsed into one, There are many good reasons why no government has attacked the Disability Pension up to now,

    I wonder if they think, they are talking about sickness benefits, which historically been near unemployment benefits.

    How can one collapse a high payment, disability, into the lowest benefit, Newstart. Well the lowest area, aside from special benefits.

    If I was on a disability pension, I would start worrying.

    Newstart is a temporary measure to tide one over, until they get another job. Entirely different.

Clearly the inference is that people feign disability (clearly in collusion with their doctor and specialists) to loll around on the DSP. As you note, the inference that disabled people cheat and lie and feign their disability is truly offensive.

    And as for crews of Aboriginal people working in gangs to clean up naturestrips at the behest of the white overseer…what can one say?

My point is, who cares if these dumb shits work for 5 bucks an hour with no workplace protection whatsoever, As a paying union member most of my working life I’m sick of fighting for parasites like these who accept all the wages and conditions we fought for over the years. The only time the union hears from them is when they cry for help after being shafted.   16. Not only do DSP recipients have to have medical evidence of their disability, they also have to pass a Centrelink assessment before being approved as eligible for DSP.

    As always, Andrews is talking out of his backside. It’ll be interesting to see how many supervisors they’ll need to ensure that a lot of disabled workers will be able to perform these tasks. Could end up costing far more than paying DSP.

    Only the Liars could possibly dream up this appalling attack on the nation’s most vulnerable.

  24. Just read some more on Abbott’s Green pressed gangs, and it doesn’t make sense.

    There are going to be full time projects, but they only go for 26 weeks, so aren’t really full time at all.

    The pressed workers will be in gangs of 10 with 9 workers and 1 supervisor. The work done will give the workers a Certificate 1 or 2 in Land Management. For that to be the case it means the supervisor will have to have a Certificate in Training and Assessment and the full VET processes followed, including WH&S, which is integral to both Cert in Training and Assessment and for the Cert in Land Care.

    If Abbott, as stated, overturns all requirements for this training and work then the Certificates aren’t worth the paper they’re printed on.

    Plus I believe the training would have to be undertaken by a RTO, with TAFE being the most obvious, but both the Federal and State Liberals are slashing TAFE with the aim of removing them as part of their dumbing down of the country for their big business mates.

    And they state, with no business plan or costings of any type being made public, their Green press gangs will cost $300 million over four years, which doesn’t work out even at the low wages they are paying.

    It’s a farce.

They will be paid the minimum hourly rate. 20 hours @ $16.47 = $329.40. And they can still get a 2nd job. It’s a win win for the unemployed. And they are helping Gaia – Allah bless them.

    Any increase has an identifiable source. It has been in line with the increase if population and other changes made.

    Yes, I believe recently there was a jump. This occurred, after many were taken for the single parent benefit, due to Gillard bring those under Howard’s grandfather clause in line with those covered by his changes. Many were found to be entitled to the disability pension. I understand why many would have rather stayed on the previous benefit. Did not involve going through the medical procedures to be eligible.

    The list grows in times of unemployment. Yes, some who are borderline disable manage to survive when there is plenty of work. It is these same people who are the first to go, when unemployment grows.

    I expect some friends that visit here, to howl me down, Would like them to come back with real proof, not the word of Andrews and Co.

    This is a rich country, that can afford to look after its weak and vulnerable, It is not about being able to afford. It is about choice. The choice of what a government decides to spend the taxpayers money on.,

    As the woman from the IMF said, one must spend on health and education. Not to, is not an option for a country that hopes to thrive. She also said that in bad times, it should not be left up to the unemployed and PS to pay the price. Yes, words to that effect.

  30. Palmer you will not find many DSP folk doing crime. If there are many mentally ill people on DSP who cannot get jobs it is cos the govt does not fund enough for their long term psychotherapy and counselling to find out what will really help them if anything . These people are not functional enough to keep work due to having been left for years floundering without enough help. I know several. They are good people but logic and directed action are not in their ballpark. The people with physical disabilities obviously cannot do much.

    It is said, that TAFE have moved these courses from trade stream, to an area where I can cost up to $5000to attain a Certificate. The certificate allows one to find work which is low paid. Yes, and thanks to government cuts, the jobs are disappearing.

    The discovery of a massive trove of rare earth metals at the bottom of the Pacific Ocean last week triggered a fleeting hope that China’s monopoly on the materials would be broken.

    Unfortunately, the discovery may not have the impact many had hoped, which means prices for rare earth metals will continue to soar. That’s bad news for countries like the United States and Japan, which count on the scarce materials for high-tech industries.

    Developed countries require rare earths to manufacture a wide range of high-tech products, including flat-panel displays, computers, hybrid car batteries, cell phones, solar panels and some advanced weapons systems.

    For instance, there are more than 50 pounds of rare earth metals under the hood of a Toyota Motor Corp. (NYSE ADR: TM) Prius. Terbium can cut the electricity demand of lights by up to 80% and fractions of dysprosium can significantly reduce the weight of magnets in electric motors. But China, which produces 97% of the world’s rare earth metals, has drastically reduced its exports over the past several years, driving prices skyward.

    Citing “environmental protection,” China cut its rare earth exports to just 30,259 metric tons in 2010 from 67,521 metric tons in 2005.

    That has caused runaway price increases for many of the 17 metals.

    Over the past year dysprosium, used in specialized magnets, shot up from $300 per kilogram to $1,900 per kilogram and even higher. Neodymium has spiked to $450 per kilogram from $45 per kilogram late last year.

    The Market Vectors Rare Earth Metals ETF (NYSE: REMX) is up 7.25% year-to-date and 32% over the past 12 months, as a result.

    That’s why many analysts – and Western companies – breathed a sigh of relief this week when the World Trade Organization (WTO) ruled that China’s strict export policies on certain raw materials such as manganese, silicon carbide and yellow phosphorus, had broken global trade rules.

    Although the WTO ruling did not apply to rare earth metals, most expect China to reconsider those export policies as a result of the decision

  49. As far as the travel to a job even if it’s more than 90 mins away – what about transport ? Where I live there is only 1 bus at 7am and a return bus at 4pm, Mon – Fri and not weekends. How is one supposed to get to any job offered ? Will this be taken into consideration ? Moving closer to the job will cost too much without extra support which won’t be given. I think this proposal has been thrown out there without much thought – pretty much like all the policies on the run of this govt.

    This polling, commissioned by the Department of Infrastructure, Energy and Resources on behalf of the Special Council of stakeholders set up to implement the forest agreement, is consistent with previous polling in Tasmania that showed that Tasmanians want a win-win outcome in which the magnificent, towering forests are finally protected and in which real jobs are created through sustainable logging of regrowth native forests and plantations.

    This is what Tasmanians want, this is what the timber industry wants, and this is what the environment movement wants. The signatories are still fully committed to the agreement despite reports in the media. But not Mr Abbott and his colleagues in the Tasmanian Liberal Party.

    The options for the industry and for Tasmania if Mr Abbott succeeds in his attempt to reboot the forest wars are bleak.

    Instead of certainty and cooperation, the next 18 months are likely to be characterised by a knock-down fight in Australia and internationally to convince the World Heritage Committee to retain World Heritage protection for those forests Mr Abbott wishes to destroy.

    There is another way and the environment movement continues to strongly support both the industry outcomes and conservation objectives of the agreement.

    In September last year I joined with representatives of the Tasmanian Government and the timber industry in Japan to brief potential purchasers of Tasmanian forest products about progress made in the implementation of the agreement and the new era of cooperation in Tasmania. This briefing was met with great enthusiasm by the markets.

    Mr Abbott is due in Japan in the next several weeks. What is he going to say to that same audience…………

    Most are fleeing fundamentalist and extreme Muslims in their own country. Many are not even Muslim.

    Many of the present asylum m seekers are highly educated, and have much to offer this country.

    The discovery of a massive trove of rare earth metals at the bottom of the Pacific Ocean last week triggered a fleeting hope that China’s monopoly on the materials would be broken.

    Unfortunately, the discovery may not have the impact many had hoped, which means prices for rare earth metals will continue to soar. That’s bad news for countries like the United States and Japan, which count on the scarce materials for high-tech industries.

    Developed countries require rare earths to manufacture a wide range of high-tech products, including flat-panel displays, computers, hybrid car batteries, cell phones, solar panels and some advanced weapons systems.

    For instance, there are more than 50 pounds of rare earth metals under the hood of a Toyota Motor Corp. (NYSE ADR: TM) Prius. Terbium can cut the electricity demand of lights by up to 80% and fractions of dysprosium can significantly reduce the weight of magnets in electric motors. But China, which produces 97% of the world’s rare earth metals, has drastically reduced its exports over the past several years, driving prices skyward.

    Citing “environmental protection,” China cut its rare earth exports to just 30,259 metric tons in 2010 from 67,521 metric tons in 2005.

    That has caused runaway price increases for many of the 17 metals.

    Over the past year dysprosium, used in specialized magnets, shot up from $300 per kilogram to $1,900 per kilogram and even higher. Neodymium has spiked to $450 per kilogram from $45 per kilogram late last year.

    The Market Vectors Rare Earth Metals ETF (NYSE: REMX) is up 7.25% year-to-date and 32% over the past 12 months, as a result.

    That’s why many analysts – and Western companies – breathed a sigh of relief this week when the World Trade Organization (WTO) ruled that China’s strict export policies on certain raw materials such as manganese, silicon carbide and yellow phosphorus, had broken global trade rules.
